Di sela tugas-tugas rutin mendampingi Pimpinan Universitas Negeri Surabaya (Unesa) membangun kerjasama dengan universitas-universitas di Republik Ceko dan Austria, saya sempat menulis catatan perjalanan ini untuk Anda—saya mulai dengan sulitnya menemukan polisi.
Dalam hati saya bertanya-tanya, mengapa selama tiga hari pertama berada di ibukota Republik Ceko, Praha (biasa ditulis Prague)—kota impian, mitos, dan visi—, saya tidak melihat (apalagi bertemu) polisi. Jangan sangka saya hanya ndekem di Hotel Manes, tempat saya menginap. Saya telah jalan-jalan ke kota ini, sebuah kebiasaan saya di negeri asing yang pertama kali saya kunjungi.

Tidak mungkin Praha tidak memiliki satuan kepolisian, pikir saya. Namun, jika ada, di manakah mereka bertugas? Ini jauh berbeda dengan suasana di Surabaya atau kota-kota lain di Indonesia (yang begitu mudah menemukan polisi di tempat-tempat umum). Di Praha tidak ada polisi yang berjaga di perempatan, sambil meniup-niup peluit, menyeberangkan pejalan kaki, atau menilang pengendara.
Saya tiba di Praha menjelang magrib, setelah mengalami delay empat jam dalam perjalanan dari Hamad International Airport di Doha Qatar menuju Praha. Menurut pihak travel, pesawat ini sebenarnya jarang delay; namun, kali ini perhitungan travel salah. Akibatnya, saya tertunda empat jam untuk menapakkan kaki di Praha. Baiklah, obatnya, saya makan sup panas dan dinner di Saigon Restaurant yang menggoyang lidah.
Sejak menjejakkan kaki di kota seni ini, sekali lagi, saya tidak melihat polisi. Tidak satu pun. Selepas dinner, saya keluar hotel. Tampaklah mobil-mobil terparkir sangat rapi di pinggir jalan. Kereta trem menyusuri jalan di depan hotel nun jauh di sana—bahkan, ternyata, rel trem ada di tengah jalan yang menghubungkan seluruh bagian kota.
Pada badan-badan jalan para pejalan kaki menikmati suasana petang, melintasi ruang pedestrian di depan meja kongkow-kongkow para kawula muda—semacam warung kopi, tempat menikmati cappucino atau minuman lain, dan bercengkerama. Adakah polisi yang ikut di dalam komunitas mereka? Ternyata tidak.
Kali ini kereta trem berjalan mengular. Tampaknya ia diberi hak-istimewa (privilege) oleh masyarakat atau pemerintah kota dibandingkan dengan kendaraan mobil atau roda empat lain. Buktinya, tatkala ia berjalan, kendaraan lain harus berhenti atau memberinya kesempatan melintas. Mobil-mobil mengalah.
Ah, ternyata mobil tidak mengalah pada trem, melainkan memang sudah seharusnya begitu. Law enforcement, penegakan hukum. Inilah jawaban atas teka-teki saya. Masyarakat Praha sangat mematuhi hukum dan peraturan yang berlaku. Bagi mereka, hukum dan peraturan dibuat untuk ditegakkan, bukan untuk dilanggar atau diberi dispensasi keringanan.
Ya, mereka telah memiliki kesadaran tinggi, bahwa penegakan hukum menjamin kepastian hidup bermasyarakat. Siapa yang bersalah akan dihukum; dan putusan hukum dijalankan dengan apa adanya. Contoh kecil, pejalan kaki menyeberang di zebra cross. Pengendara tidak akan jalan (meski lampu menyala hijau) selama masih ada pejalan kaki melintas. Bahkan, mereka membantu menyeberangkan orang berkursi roda.
Itulah mengapa tidak ada polisi di jalanan. Polisi tidur, apalagi. Tidak ada polisi menilang pelanggar di jalanan, apalagi mengumpulkan para pelanggar di sebuah lapangan. Sudah ada CCTV yang memantau semua kendaraan di jalan. Sama sekali berbeda dengan kenyataan di negeri kita ini.
Di Praha polisi memang tidak pernah menilang pengendara; namun, CCTV merekam pelanggaran dan terhubung ke bagian pajak kendaraan: Menurut seorang warga, jika mereka melanggar lalin, saldo pengendara tiba-tiba berkurang karena ter-debet otomatis akibat pelanggaran.
Jangankan melanggar lalin, lupa membawa karcis trem atau kereta api saja, bisa berbuntut panjang. Pavel Sykora, kenalan saya, mengenyam pengalaman pahit ini. Suatu ketika dia tidak membawa karcis trem dan didenda, dan ternyata hingga setahun dia tidak melakukan pembayaran denda karena dia harus ke Indonesia untuk mendalami bahasa dan budaya Indonesia.
Sepulang dari Indonesia dia berniat membayar denda itu; dan dia kaget mendapati bahwa denda itu membengkak menjadi 2000 Euro. Suatu nominal yang berlipat-lipat dibandingkan aslinya. Namun, Pavel tetap taat hukum dan membayarnya. Jujur, apakah kita akan melakukan hal sama yang Pavel telah lakukan?
Kasus Pavel itu hanya sekadar contoh bagaimana masyarakat Ceko berkesadaran untuk taat hukum dan peraturan umum; meski pelanggaran terjadi satu tahun silam. Apakah hal sama terjadi di Surabaya atau tempat tinggal Anda? Saya tidak yakin.
Kini semakin saya sadari: Jangankan hanya tiga hari; satu minggu atau satu bulan pun saya tidak akan menemukan polisi di jalan. Mengapa? Dengan ketaatan warga pada hukum dan aturan, rasanya polisi tidak diperlukan lagi. Polisi menjaga keamanan lingkungan saja. Tidak lebih tidak kurang.[]
